Summary of Draft Amendments to Food Regulations 2025 – Implications for Cocoa & Chocolate Stakeholders

Background

The Ministry of Health Malaysia has conducted a series of online public consultations in 2025 (Seranta Awam Atas Talian 2025) on proposed amendments to subsidiary legislation under the Food Act 1983. The amendments are introduced in four batches and cover food safety assurance, product standards, nutrition and health claims, labelling requirements, and pesticide residue limits.

Several of the proposed changes have direct relevance to cocoa beans, cocoa products, and chocolate manufacturing and trade, including imports, bulk handling, and finished products placed on the Malaysian market.
